The University of North Carolina System continues to enroll more students, graduate more students on time, and meet the growing workforce needs of the state of North Carolina at a time when many higher education systems face enrollment declines and financial challenges. Sustaining this success requires continued investment by the State and a shared understanding of the policies, funding mechanisms, and strategic priorities that support the University’s mission. To foster that understanding and position the Board of Governors to effectively support the University’s long-term financial success, Chair Kellie Blue has created the Special Committee on University Funding. The committee will begin its work in Fall 2026 and conclude in Spring 2028.
The Special Committee on University Funding shall examine and report to the Board of Governors on issues related to the funding of the University of North Carolina System. The committee will enhance the Board's understanding of the University's operating and capital funding models, review emerging funding issues and best practices, and identify opportunities to strengthen the long-term financial sustainability of the UNC System. As appropriate, the committee may develop recommendations for consideration by the Board of Governors regarding funding policies, strategic priorities, and advocacy with the North Carolina General Assembly. The committee's work shall be guided by the mission and strategic priorities of the UNC System. The committee's work may include, but is not limited to: State operating funding methodologies and enrollment funding; Capital funding policies, including space standards and capital planning; Funding approaches for institutions with unique statewide missions; Stewardship and strategic use of philanthropic resources; and Long-term financial sustainability and emerging funding challenges.
