These listed communication pathways can be used to request information, report concerns and complaints, offer public comment, and request public records. To promote accountability and responsiveness, each of these services uses established forms and procedures to ensure that issues and requests are tracked and addressed in a timely manner.

Use the public comment submission form for a limited time before each meeting of the Board. All members of the Board receive public comment submissions.
You can submit comments during the 10-day period prior to each board meeting through 5 p.m. on the day of the meeting itself. View the current Board Meeting Schedule to time your comment appropriately or follow the UNC System on social media for updates on public comment periods.

The UNC System Audit Hotline for Audit-Specific Concerns
Audit-specific concerns can be raised using the dedicated UNC System Audit Hotline. To promote an ethical workplace culture, all faculty, staff, and students are encouraged to report known or suspected misconduct committed by employees, board members, outside contractors, or vendors. If you suspect or have knowledge of fraud, waste, abuse or misuse of university resources; violation of laws, regulations or policy; ineffective operations; or other concerns related to activities that may be detrimental to the university, you can contact an individual campus institution’s Internal Audit department or the University of North Carolina System Audit Hotline.
Each institution within the UNC System has the capacity to receive allegations, and most have an audit hotline managed by that institution. To report a concern to the UNC System or to one of the UNC System campuses, and for Frequently Asked Questions, examples of reportable acts, and other reporting options, visit the UNC System Audit Hotline information page. The Office of Compliance and Audit Services at the UNC System Office is responsible for triaging all reports received through the Audit Hotline.
North Carolina Student Complaints
The UNC System Office operates a separate portal for student-specific complaints. The UNC System student complaint policy establishes a process by which students can initiate complaints about a postsecondary institution offering programs in the state of North Carolina when all other forums at the institutional level have been exhausted. The University of North Carolina System Office, serving as the clearinghouse for complaints concerning postsecondary institutions that are authorized to operate in North Carolina, will act upon those complaints within its purview and forward all other complaints to the appropriate agency. If students are unable to resolve a complaint through the institution’s grievance procedures, they can submit their complaint using the online complaint form.

Requests for Public Records from the UNC System Office
For public records requests directed to the UNC System Office, a separate, dedicated portal exists to facilitate timely responses in accordance with the law. As an agency of the state of North Carolina, the UNC System Office is required to respond to requests for public records made under the North Carolina Public Records Act. The UNC System believes in public transparency and providing access to open records and public documents. Anyone may submit a public document request online. Please note that many public records for UNC System institutions are housed on the university campuses; requests for those records should be directed to the relevant institution.
