Fleming Named Vice President for Human Resources of the University of North Carolina
CHAPEL HILL – William A. Fleming, assistant to the chancellor for human resources at the University of North Carolina at Wilmington, has been named vice president for human resources of the 17-campus University of North Carolina. The appointment, effective February 1, 2011, was announced today by UNC President Tom Ross. Fleming will succeed Laurie T. Charest, who has served as interim vice president for the past year.
As the University’s chief human resources officer, Fleming will provide systemwide leadership and direction for the delivery of human resources policies, programs, and services. He will also provide guidance to the UNC Board of Governors on human resources matters; work closely with the Board, the President, and other senior staff members in developing and implementing personnel policies and programs; and help represent the University before various legislative committees, state agencies, and external groups.
Fleming brings to the job more than two decades of progressive experience in university human resources administration. He earned a bachelor’s degree in political science (1983) and master’s degree in public affairs (1986) from North Carolina State University. He joined the NC State human resources staff in 1986 and was soon promoted to director of employment and compensation. In 1991, he was promoted to director of personnel for the NC Cooperative Extension Service within the College of Agriculture and Life Sciences.
In 1998, Fleming was recruited to the University of Florida, where he served for the next six years as director of personnel affairs and a lecturer in UF’s Institute of Food and Agricultural Sciences. Since returning home to North Carolina in 2004, he has served as the chief human resources officer for UNC Wilmington’s 1,800 faculty and staff and has represented their interests as a member of the Chancellor’s senior cabinet. He has served on numerous state-level committees and currently chairs the policy committee of the UNC HR Council. He also serves on the southern region board of the College and University Professional Association for Human Resources.
In announcing the appointment, President Ross said, “Having spent most of his professional career on two UNC campuses, William Fleming has vast knowledge and a deep understanding of the diverse worklife needs of our 47,000 faculty and staff. He is a seasoned administrator who has earned the respect and trust of colleagues all across the state, and we are delighted that he has agreed to join our leadership team at General Administration.”
