Policy on Tuition Discounts for Military-affiliated and Employer-sponsored Students

I.             N.C. Gen. Stat. § 116-143(d1)(2) authorizes the Board of Governors to allow constituent institutions of the University of North Carolina, in their discretion, to provide discounted tuition up to the difference in maximum amount of military tuition assistance funds received by a statutorily described qualifying student and the applicable tuition. Similarly, N.C. Gen. Stat. § 116-143(d1)(3) authorizes the Board of Governors to allow constituent institutions of the University of North Carolina, in their discretion, to provide discounted tuition to students enrolled in statutorily described employer-sponsored financial support programs approved by the Board of Governors, up to the difference between the maximum amount provided by the employer and the applicable tuition.

II.           The Board of Governors supports the enrollment of qualifying military students using federal or state military tuition assistance funds as described in statute, and hereby adopts this policy to:

A.           Authorize the constituent institutions to adopt, at their discretion, a tuition discount as provided by G.S. 116-143(d1)(2) to be used by qualifying students using federal or state military tuition assistance funds described in statute at any of the constituent institutions of the UNC System;

B.           Require constituent institutions adopting such discounts to report to the president each year on the discounted tuition provided in the prior academic year, to include at a minimum, (1) the number of students that received a military tuition discount; and (2) the annual financial impact to the constituent institution resulting from the discounted tuition provided; and

C.            Authorize the president to adopt regulations as may be required or useful for application of the military-affiliated tuition discount throughout the University.

III.         The Board of Governors supports the enrollment of students in employer-sponsored financial support programs that have been approved by the Board of Governors, and hereby adopts this policy to:

A.                  Authorize the constituent institutions to adopt, at their discretion, a tuition discount as provided by G.S. 116-143(d1)(3) to be used by students using financial assistance funds from an employer to offset the costs of tuition or fees in the student’s degree or credential  program;

 

B.                  Require constituent institutions adopting such discounts to report to the president each year on the discounted tuition provided in the prior academic year, to include at a minimum, (1) the number of students that received an employer-sponsored tuition discount; and (2) the annual financial impact to the constituent institution resulting from the discounted tuition provided; and

 

C.                  Authorize the president, or designee, to approve eligible employer-sponsored financial support programs to which tuition discounts may be applied, and to adopt regulations as may be required or useful for application throughout the University of the employee-sponsored financial support program tuition discount.

 

 

IV.           Other Matters

A.            Effective Date.  The requirements of this policy shall be effective on the date of adoption of this policy by the Board of Governors.

B.           Relation to State Laws.  The foregoing policy as adopted by the Board of Governors is meant to supplement, and does not purport to supplant or modify, those statutory enactments which may govern or relate to the subject matter of this policy.

C.           Regulations.  This policy shall be implemented and applied in accordance with such regulations as may be adopted from time to time by the president.
