Assistant General Counsel
Joined the UNC System Office from 2015-16 and returned in 2019
Ms. Phillips serves as assistant general counsel for the UNC System Office. Her practice includes transactions, regulatory matters, and litigation.
Ms. Phillips began her career as an attorney in the Division of Legal Affairs, where she served as a higher education law fellow. She also served as a law fellow in the Office of University Counsel at the University of North Carolina at Chapel Hill, where her work included litigation, transactions, and legal questions relating to data privacy, sponsored research, and athletics. After her fellowships, Ms. Phillips worked in private practice in Winston-Salem, N.C., before returning to the Division of Legal Affairs in May 2019.
Ms. Phillips received her J.D. from the University of Michigan Law School. Before law school, she served as a paralegal in the Office of Chairman Kevin J. Martin and the Office of General Counsel at the Federal Communications Commission in Washington, D.C. She received her B.A. with highest honors and highest distinction from the University of North Carolina at Chapel Hill, where she was a Morehead-Cain Scholar.
