State Residence Committee

The State Residence Committee (SRC), established by the Board of Governors and the North Carolina Community College system, is responsible for reviewing appeals beyond the constituent institutions with respect to denial of petitions for resident status for tuition purposes.  The SRC is only authorized to hear appeals arriving from decisions made by the constituent institutions.   The State Education Assistance Authority (SEAA) is responsible for reviewing appeals from residency determinations made through the centralized Residency Determination System (RDS).

The regulations of the University of North Carolina to assist the constituent institutions in classifying students by residence for tuition purposes are set forth in a residence manual that is approved by the president, acting on behalf of the Board of Governors, and by the Board of Trustees of the North Carolina Community College System, or its designee.
