Mr. Davies has served as the Chief of Staff for the University since 2006. In this role, he coordinates and oversees the administrative operations of General Administration . In addition, he helps the President and his leadership team establish University priorities, identify important issues confronting UNC, and develop policy recommendations and actions. Prior to assuming the responsibilities of the Chief of Staff position, he served as the Vice President for Finance for seven years.
Dr. Mabe leads the development and implementation of the academic mission of the University, including teaching, research, international programs and student affairs. He advises the President and provides leadership for the President’s council. He also advises the Board of Governors on academic affairs issues of university-wide importance; leads strategic academic planning and the implementation of resulting policies affecting the University; works closely with campus chancellors and chief academic officers on university-wide academic initiatives; works to maintain the focus of the missions of the campuses, and implements the academic portion of the Long-Range Plan. He leads the University’s research and educational missions and oversees Academic Planning; Faculty Support and International Programs; Academic and Student Affairs; Sponsored Programs and Research; Strategy Development and Analysis; and the North Carolina State Education Assistance Authority, units which comprise the Division of Academic Affairs.
Bart CorgnatiMr. Corgnati provides all essential support for the work of the University of North Carolina Board of Governors and its committees. He also provides professional staff assistance to the Committee on University Governance and serves as the President's liaison to the campus Boards of Trustees. His primary duties include planning meetings of the Board of Governors, maintaining and certifying the official acts of the Board, ensuring compliance with legal requirements, orienting new Board members and contributing to their ongoing development, and facilitating communication between Board members, the President, senior administrators, and campus constituencies.
Dr. Steven LeathDr. Leath promotes research and sponsored programs across the full spectrum of academic disciplines and interdisciplinary activities carried out by UNC’s sixteen university campuses. He helps advocate for increased levels of external support from federal, state, and private sources and works closely with the Senior Vice President for Academic Affairs and campus research administrators to develop research and sponsored program activity in support of each campus’s mission.
John LeydonMr. Leydon serves as the President’s primary advisor on Information Technology (IT). He oversees planning and policy development for technologies that support the University’s instructional, research, and public outreach activities. A representative to the MCNC Advisory Board, he provides the University perspective for the operation of the North Carolina Research and Education Network and he works with IT officials on the 17 UNC campuses to facilitate collaborative approaches to system-level technology issues. Mr. Leydon also works with the UNC Board of Governors, the President and other senior staff members to develop University IT policies and programs, and serves as UNC’s primary spokesperson on matters related to Information Technology.
Laura Luger
Ms. Luger is the senior legal officer for the University and has overall responsibility for the office of legal affairs. She represents all members of the President's team, as well as the Board of Governors. She assists all campuses, as needed, and provides leadership and training opportunities for campus legal counsel throughout the system. Her office is chiefly responsible for maintaining and overseeing changes to University policies. She works closely with governmental affairs during legislative sessions. Ms. Luger spent 27 years in private practice in North Carolina before joining the University in 2008. Her legal background included complex business litigation in state and federal court, and a transactional/contracts practice in construction-related and risk management matters. She is a certified mediator and a member of the American Arbitration Association Panel of Neutrals.
The Vice President for Academic Planning and University-School Programs is responsible for University-wide academic planning, working with the sixteen UNC campuses to help shape the future direction of academic programs. He/she oversees enrollment planning, academic accountability and assessment, program implementation, and the development and production of the UNC Board of Governors’ Long-Range Plan. He/she staffs the Board’s Committee on Educational Planning, Policies, and Programs and oversees the development of special studies and reports. His /her responsibilities in the University-School Programs area include working with the Council of Education Deans in their initiatives to produce more and better teachers for North Carolina, and with the Center for School Leadership Development in their initiatives to enhance leadership in public schools.
Laurie CharestMs. Charest works in collaboration with the senior human resource officers at the 17 constituent institutions of the University of North Carolina and the Office of State Personnel providing leadership and strategic direction for the delivery of human resource programs and services for University employees. She provides strategic consultation and guidance to senior administration and ensures that the human resource function is aligned with the mission of the University of North Carolina. She oversees the development, supervision, and implementation of University-wide human resource policies and procedures.
Rob NelsonMr. Nelson is the Chief Finance Officer for the University of North Carolina, addressing the financial affairs of the seventeen campuses of UNC and General Administration. He is responsible for preparing the University's unified budget requests to the North Carolina General Assembly; advising and acting for the President in matters of University finance; overseeing a state operating budget with annual expenditures exceeding $8 billion and state appropriations of over $2.8 billion; advocating for legislative support of University programs and initiatives; overseeing the issuance of long-term indebtedness for the campuses; working closely with the Board of Governors, the President, and other senior staff members to develop University policies and programs; managing the Finance Division in General Administration; and working closely with the CEOs and CFOs of each of the UNC institutions and affiliates.
Kimrey RhinehardtMs. Rhinehardt is the primary liaison between the University of North Carolina and the federal government. She works closely with the congressional delegation and their staff to advocate for university priorities. Other duties include developing and implementing the Board of Governors' Federal Agenda, analyzing and influencing federal higher education policy, coordinating the government relations efforts for the 17-campuses of the UNC system and advising the President and Board of Governors on all federal issues.
Anita WatkinsMs. Watkins is the primary liaison between the University of North Carolina and state government. She works closely with the North Carolina General Assembly, the Executive Branch, and related staff to advocate for university priorities. Other duties include developing and implementing the Board of Governors' State Agenda, developing government relations strategy and advising the President and Board of Governors on all state legislative issues.
Joni WorthingtonAs vice president, Ms. Worthington is responsible for media relations for the UNC president and UNC Board of Governors, editorial and communications support for the president, and oversight of selected University publications and special projects. She also provides communications advice and counsel to the senior leadership team at UNC General Administration and serves as a liaison between the President’s Office and communications officers for all UNC campuses and affiliates and various state agencies.
