North Carolina's future economic prosperity depends on having an educated citizenry. UNC is committed to ensuring access to higher education for all who are qualified and to keeping attendance at UNC institutions affordable. At the same time, the University must maximize its resources to serve anticipated enrollment growth and meet the demand for lifelong learning. The effective use of information technology will play an increasingly important role in helping the University meet these goals, and the Division of Information Resources guides several key initiatives.

Providing support for e-Learning and distance education

  • Networking and Media Services is taking the lead in specifying and securing the IT infrastructure required for expansion of e-Learning initiatives.
  • The TLT Collaborative approved an operting plan to guide its work and help the organization offer campuses additional opportunities for learning events and support, thus helping to ensure that faculty take advantage of emerging technologies and practices associated with computer-based methods of enhancing instruction.

Enhancing affordability of attending UNC

  • Reducing costs enhances affordability, and toward that end Coordinated Technology Management identifies common IT products and services used by UNC campuses, negotiates group acquisitions, and coordinates systemwide contracts. Savings are posted on a password protected webpage.

Enhancing affordability of attending UNC

  • Coordinated Technology Management and Online Services developed an online database that will enable the University and campuses to track hardware, software, and contracts. The database will streamline IT acquisition and maintenance agreements and reduce administrative costs by identifying areas for efficiencies on campuses and in the Office of the President. The database also will help the University respond to reporting requests for the state inventory project.
  • Online Services is providing the Office of the President and General Administration with web-based solutions to enhance efficiency and improve communication. For example, job performance reviews, job descriptions, vacant positions, Board of Governors' pre-meeting materials, and search committees are now available online.
  • Coordinated Technology Management completed an agreement with Gateway that will enable campuses to lease new computers, rather than puchase them. CTM previously negotiated similar leasing options with Dell, IBM and Compaq/HP. The agreements give campuses more flexibility in planning expenditures and remove the burden of negotiating individual terms and conditions for leasing arrangements.
  • Information Resources worked with UNC Office of the President divisions to launch an initiative to develop metrics that will enhance the University's ability to measure its efficiency and cost savings opportunities, among other important objectives.


Expanding student support services to improve access to information, communications and advocacy

  • Online services, in a joint initiative between Information Resources and University Affairs, led the development of a new public web site for the Office of the President. In addition to a enw look and feel, the site (www.northcarolina.edu) offers a search tool for e-Learning and distance education, language translation, printer-friendly pages, integrated security, and real-time content management.
  • Online Services ensured that the new web site is ADA compliant and meets the needs of disabled visitors. Pages can be viewed with fewer graphics, larger fonts, higher-contrast text, different page designs, and easily recognized links.

Building institutional financial support

  • Decision Support Integration examined how the accounting features in SCT Banner's finance module may be used to identify IT spending more accurately. These efforts will lead to recommendations to Finance on fee policies that are tied to IT spending through the state chart of accounts.
  • Information Resources entered the final development stage for a Unified Financial Data Model, a data warehouse of financial information from the 16 campuses and UNC General Administration that will enable the University to more efficiently respond to internal and external requests for information.
  • Decision Support Integration explored the University's ability to track IT expenditures through the statewide accounting system and/or the Unified Financial Data Model, when implemented.
  • Decision Support Integration developed a web-enabled application to collect and report information on a subset of University positions. A database will help the University efficiently respond to quarterly legislative reports and other requests for information on vacant and IT-related EPA positions.
  • Information Resources is documenting campus IT plans for future inventory reference and to increase awareness of IT environments. The initiative will provide insight into campus needs when making collaborative purchasing decisions.
  • Coordinated Technology Management assisted the Finance division's facilities staff in negotiating a contract for software that will help campuses more efficiently schedule and monitor construction projects funded by the bond referendum.
  • Coordinated Technology Management is helping campuses identify software to track chemicals, from cleaning solutions to hazardous materials.
