This budget contains the Board of Governors' recommendations to the Governor and the General Assembly for financial support of public senior higher education for 2008-09.

Undergraduate Resident Projected Maximum Tuition and Fee Rates (Pursuant to the Board of Governors' Tuition Plan, rates may not increase above 6.5% for undergraduate resident students.  Rates may increase above 6.5% if directed by the NC General Assembly, or in an unusual instance that an institution demonstrates significant unfunded need.)

This report outlines the process by which the University's budget is developed and administered working within the statutory framework of the State's Executive Budget Act and the Higher Education Reorganization Act of 1971.

The UNC Budget Flexibility Instructions (Updated 10/12/07)
The 1991 General Assembly enacted the UNC Fiscal Accountability/Flexibility legislation that granted additional authority in the areas of budgeting, personnel administration, and purchasing to those institutions designated as "special responsibility constituent institutions (SRCI). The Board of Governors adopted the Flexibility Instructions in September 1991. These guidelines provide standards and safeguards that must be met and maintained in order for a constituent institution of the University of North Carolina to retain the SRCI designation.

UNC Management Flexibility Report, 2005-06
The UNC Management Flexibility legislation directs the Board of Governors to report annually by March 31 of each year to the Joint Legislative Education Oversight Committee on operating results. This document summarizes the results reported by the Chancellors of the Special Responsibility Constituent Institutions that operate under the flexibility legislation.  Note:  The statutory requirement for this report was repealed during the 2007 legislative session as part of the PACE efficiency recommendations (House Bill 749).

The UNC General Administration Policies and Procedures Manual
This manual includes the Code that governs the Board of Governors and the associated policies and procedures for system governance.

This includes purpose codes, revenue objects, expense objects, asset and liability accounts that are used in financial reporting (BD 701).

Tuition Bill Statement (updated March 2008)
On the average, for each full-time student enrolled in an institution of the University of North Carolina, the State of North Carolina appropriated $12,897 per year in public funds to support the educational programs offered.

Building for the New Millennium
This report (April 1999) is the Capital Equity and Adequacy Study and preliminary 10-year capital needs of UNC.  This report was the basis for the 1999 and 2000 legislative requests for the UNC Bond Program.

The University of North Carolina Space Planning Standards and related work papers were developed as part of the Capital Equity and Adequacy Study conducted in 1998-99.  These standards and projections were used in the identification of new space needs subsequently supported by the 2000 Higher Education Bond Program and the standards continue to be the foundation for ongoing space planning.

UNC Campus Facilities Profiles and 10-year Capital Plans
These profiles were developed as supporting documentation for the UNC Capital Adequacy and Equity Study conducted in 1998-99. The profiles became the basis of the 2000 Higher Education Bond Program.

UNC & Division of State Surplus Property - Statement of Operating Principles (March 1, 2008)
Through this statement, UNC and SSPA express their common understanding of the principles and authority under which UNC may dispose of surplus property--includes agreement on best business practices.

UNC and the Division of Purchase & Contract (P&C) Memorandum of Understanding (11/29/04)
During the 2003 Session of the North Carolina General Assembly, the University of North Carolina (UNC) and the Division of Purchase & Contract (P&C) collaborated in the passage of House Bill 975 (S.L. 2003-228) and House Bill 1070 (S.L. 2003-312).  Through this memorandum, UNC and P&C express their common understanding of the principles and interpretations by which UNC procurements will be managed under the new legislation.
