UNC Faculty Assembly Resolution 2010-1

Regarding Support for Faculty Assembly Chairs

Whereas the UNC Faculty Assembly believes that it cannot function effectively and efficiently without substantial time spent by colleagues who serve as Faculty Assembly Chair; and

Whereas the UNC Faculty Assembly believes that there should be consistency in support and clarity in expectations that will assist future Chairs, campus leaders, and General Administration personnel to assure that such support is available;

Now, therefore, be it resolved by the UNC Faculty Assembly

1. The following summary of expectations reflects the collective sense of appropriate support for future UNC Faculty Assembly Chairs:

The Chair of the Faculty Assembly performs the duties usually associated with this office including, but not limited to, presiding at meetings of the Assembly; generally supervising the activities of the Assembly; appointing members of task forces and special committees; with the guidance of the Executive Committee, appointing members, but not chairs, of standing committees and task forces; and serving as chief liaison officer between the Assembly and the President of the University, the Board of Governors, and other appropriate agencies. The Chair communicates the proceedings of each meeting of the Assembly to the President.

The work of the chair also involves serving on task forces and committees as designated by the President and others at the General Administration, coordinating the work of the Assembly with the legislature, maintaining year round communications with assembly members and other appropriate publics on key issues, and working with campuses on faculty governance issues.

When elected to this position, that individual's home campus is expected to support the chair in the following manner. During the year as chair-elect, the person holding that office shall teach no more than fifty percent of his or her normal load in any semester. During the summer before assuming the chair position, a stipend of $10,000 for work will be paid during the second summer session. During the two-years of service as chair, the person holding that office shall teach no more than twenty-five percent of his or her normal load in any semester. In the summer between those years, a stipend of $15,000 will be provided; half during the first summer session and half during the second summer session. In the summer when the chair will relinquish the position, a stipend of $10,000 will be provided during the first summer session. In the year following service, a campus should consider a further course reduction for the necessary retooling.

The summer stipend amounts will increase according to the percentage increase of salary given to state employees by the North Carolina General Assembly. That increase will go into effect the budget year of such increase;

All travel expenses associated with the position of chair-elect and chair will be provided by GA on a reimbursement basis. If any campus anticipates difficulty in meeting these obligations, they should contact the GA liaison to the Faculty Assembly to access assistance in gathering the appropriate support.

2. The UNC Faculty Assembly requests that its Chair communicate these views to General Administration representatives and asks them to communicate these views to campus chancellors and provosts

RESULTS:

Appalachian State University declined to observe the parameters of this resolution for UNC Faculty Assembly Chair Sandie Gravett.

1. They required a 2:2 teaching load for both years of service.

2. Summer compensation was ONLY for 2010 and 2011 and will be approximately $5800.

3. An OCSA will be supported at the end of her term (but it was already overdue to her).
