As American Recovery and Reinvestment Act funding opportunities have become available, UNC institutions have been asked to submit a monthly report to UNC GA, detailing the proposals submitted and awards recived from ARRA funding sources. The most recent version of this compiled report (from June 10, 2010) is available in .PDF form here - the PDF download button is at the top of this frame. I. Federal and State Reporting

Federal Reporting:

OMB issued Implementing Guidance for the Reports on Use of Funds Pursuant to the American Research and Reinvestment Act of 2009 (M-09-21) on June 22nd. Reporting through the www.federalreporting.gov portal will begin with the October 10, 2009 report due date. Cumulative information will be reported each quarter. A more thorough description of reporting jobs created and retained is at section 5.2 beginning on page 33. Supplement 2 includes is the “Recipient Reporting Data Model.” Following are the URLs for M-09-21:

ARRA “Stimulus” Weekly Update, July 10, 2009

I. Federal and State Reporting

The SPARC Post-Award Workgroup will have a televideo conference July 13th from 9:00-12:00. The ARRA reporting will be discussed. UNC GA Reporting:

UNC-GA has been providing a consolidated report of ARRA proposals and awards to the N.C. Office of Economic Recovery and Investment since mid-spring. The report is aimed at leadership in OERI and the Governor’s office for information purposes only. To accommodate the continued flow of information to interested parties at the state level, UNC-GA is recommending campuses utilize the down loadable spreadsheet option for reporting ARRA activity to the www.federalreporting.gov site (see entry below on OMB memo (M-09-21). Once the federal portal goes live – campuses should submit their quarterly reports as instructed and provide a copy of the final corrected version to UNC GA. ARRA “Stimulus” Weekly Update, July 24, 2009

I. Reporting

State Reporting:

On July 16th staff from NCSU, UNC-CH and UNC-G met with the ARRA/NC OpenBook technical team from the NC Office of State Budget Management to discuss how the UNC campuses might provide ARRA reporting data for inclusion in the data warehouse OSMB is developing. The warehouse will capture ARRA reporting across all state agencies, in addition to data on all grants to the state, not just ARRA. For the purposes of the UNC System, our involvement is limited to ARRA only. Currently a list of proposals and awards is submitted to the NC Office of Economic Recovery and Reinvestment (OERI) for informational purposes. Approximately half of the data elements needed for the OSBM ARRA reporting are captured on the report that is sent to UNC-GA weekly. The missing pieces that are needed relate to account information and expenditures. The OSBM data warehouse is scheduled to be operational in October as is www.federalreporting.gov. The UNC System is working toward a model where a single report would be submitted to the state come October. More information will be provided as the data elements and format/mode of transmission are vetted with campuses and OSBM.

UNC General Administration has activated an RSS feed capability for the ARRA ‘Stimulus” Weekly Update. Anyone can subscribe to receive notice that the update has been posted to the General Administration ARRA website. The notice will include a summary of the items covered in the update. The Recovery Board and OMB released Recipient Reporting Data Model 3.0

Federal Reporting:
OMB has released the Excel spreadsheet and XML schema that will be used for ARRA reporting, which is due October 10th. The documents are available from the Recovery.Gov site. The site also includes a set of ARRA Frequently Asked Questions and the ARRA reporting Data Dictionary., which are posted to the OMB Whitehouse website. As indicated in the Data Dictionary, the reporting element for “Activity Code” for grants and loans pulls from the National Center for Charitable Statistics.

Federal Reporting:
OMB released an updated set of Frequently Asked Questions on August 18th. The updates pertain to reporting via www.federalreporting.gov. The URL for the FAQs is listed above. Some highlights include:

Primary Place of Performance – if multiple locations are impacted/served, the geographic location receiving the largest portion of award funds should be listed. If funds are awarded in approximately equal amounts the location of the prime awardee should be listed.
XML uploads cannot be “in bulk” for multiple awards, but for single award only. FederalReporting.gov will provide the ability to upload multiple individually packages XML files for a single DUNS number.

Federal Reporting:
Federal agencies are developing agency-specific guidance for ARRA recipient reporting. Follow this link for links to agency sites.
Registration for www.FederalReporting.gov opened August 17th. For campuses planning to have multiple individual register as reporters, consider having the person with primary responsibility for reporting register first as that person will approve/issue FederalReporting PINs to other registrants associated with the campus DUNS number. Please note the MPIN associated with CCR registration management is no longer required for FederalReporting.gov registration.

Notice of Whistleblower Protections under ARRA

Section 1553 of Division A, Title XV of the American Recovery and Reinvestment Act of 2009, P.L. 111-5, provides protections for certain individuals who make specific disclosures about uses of Recovery Act funds.

Who is protected?

Employees of non-federal employers receiving Recovery funds, including State and local governments
Contractors
Subcontractors
Grantees
Professional membership organizations acting in the interest of Recovery fund recipients

What are whistleblowers protected from?

Being discharged, demoted, or otherwise discriminated against as a reprisal for making a protected disclosure.

What kinds of disclosures are protected?

To be protected, the disclosure must be made by the employee to one of the following:
- The Recovery Accountability and Transparency Board
- An Inspector General
- The Comptroller General of the United States
- A member of Congress
- A state or federal regulatory or law enforcement agency
- A person with supervisory authority over the employee
- A court or grand jury
- The head of a federal agency or his/her representatives
