1. Minutes from previous meeting were approved.
2. Chair, Waltrene Canada distributed agenda for meeting.
3. Robert James, President, North Carolina Preservation Consortium made a presentation and participated in a wide-ranging discussion with the Council. The discussion and questions guided by Mr. James were based on a printed document that had been distributed to ULAC earlier in the fall. Discussion centered on potential models to continue preservation efforts in the State through this Center. After Mr. James departure, the Council continued discussion on the issue and passed the following:
Motion: A Task Force of ULAC and other UNC Librarians will be appointed by the ULAC Chair. The purpose of said Task Force will be to identify issues and to make recommendations to ULAC on future strategies needed related to preservation and UNC Libraries (i.e. preservation, conservation and disaster preparation and recovery). The Task Force should report back within six months from this meeting.
4. Follow-up Initiatives from the previous June 4th Meeting.
- There had been a recommendation to set up a Distance Education Task Force to consider important new and breaking initiatives and efforts in distance education on our various campuses and their relationship to Library Services. The Council passed the following: Motion: A Task Force of ULAC and other UNC Librarians will be appointed by the ULAC Chair. The purpose of said Task Force will be to identify issues and to make recommendations to ULAC on future strategies related to the needs of distance education and UNC Libraries. The Task Force should report back within six months from this meeting.
- Nancy Fogarty, UNC-G will be asked to be the ULAC representative to the NC LIVE Training Committee (TRAC).
- Mary Reichel reported that the Personnel Subcommittee continues to meet on the issue of recommending a study of SPA Library Positions. There is no report at this time.
5. Cooperative Issues Committee report from Bill Kirwin. Bill distributed a very preliminary list of titles (i.e. Web of Science, Gale Products, Chemical Abstracts, MLA, and BIOSIS) that were being considered for cooperative subscription or purchase by all or part of UNC member libraries. There was discussion on some very early price estimates and a review of the process that will follow as he and the committee negotiate with each potential vendor.
6. Personnel Committee report by Mary Reichel. There was an alert and discussion about a survey being currently conducted by UNC General Administration on faculty salaries. The Librarians are not part of this GA faculty survey. Therefore the Council passed the following: Motion: ULAC requests that UNC General Administration conduct a salary study of EPA Librarians that parallels the faculty study now in process.
7. Statistics Committee report by Doris Hulbert. Doris distributed some literature and her recommendation on a product called Scholarstat libraries from Management Dynamics.
8. Budget Committee report by Waltrene Canada. It was suggested that each of us contact our local Provosts asking for support for the 8% inflation for UNC Libraries for materials that is being proposed in the short session of the NC Legislature.
9. NC LIVE update from Susan Nutter. Bill Stahl is the new Technical Chair for NC LIVE. Statistics of use will start to be reported by institution based on connections to databases. While the data is not perfect, it is a start for trend analysis and gross volume comparisons. Proxy servers are not included in the data. The issue on how to include k-12 public schools continues to be worked on and is an important initiative in NC LIVE. Chadwick-Healy databases should be available in late November, 1999 and they have extended the contract to three years from the start date of their NC LIVE service.
