Minutes of meeting held Friday, January

Presiding Chair, Joe Hewitt,
distributed the tentative agenda and opened the meeting with the question
of approval of the minutes of the previous meeting.
1. The minutes were adopted.
2. Chair's Report:
-
A. Consortia of Consortia need an official
representative from ULAC.

B. William Kirwan (WCU) was appointed. Henry
Schaffer was requested to attend on our behalf as well.
-
C. Chair proposed that our next meeting be
a dinner meeting at Chapel Hill and a morning meeting to follow the next
day. This would be a planning session on responsiveness, flexibility and
future plans in the spring. The Chair will explore the possibility of inviting
President Broad to this meeting.
3. NC LIVE Reports:
-
A. Susan Nutter from the Steering Committee
reported that:
-
NC LIVE is now negotiating contracts and anticipate
starting March 1.
-
We are still planning kickoff efforts
-
NCSU will be the fiscal agent for NC LIVE.
It will be part of the Contracts and Grants Office
-
GA-UNC is going to be the legal agent. All
Communities of Interest will sign licensing contracts. NCSU Library property
interest lawyer will assist as well
-
Cooperation between COIs continues strong
-
Private Academics continue to negotiate to
join. Hoping to join within the first few months. 36 independent institutions
are hoping to join under the pricing offered, which seem to be very favorable.
-
K-12 does not seem to be ready to join at this time.

B. Ray Frankle from the Technical Committee
reported that:
-
Computer architecture report has been submitted
to the Technical Advisory Group and will be submitted to Steering Committee
next week. This subgroup recommended very specific budget, equipment and
configuration plans.

Each COI will be responsible for its own authentication.
-
TAC is suggesting a minimum PC configuration
at local sites to technically participate. Steve Painter is our technical
consultant for UNC.
-
The strategy continues to be to try to keep
technical support personnel at a minimum but still be effective.
-
Henry Schaffer is working on new technologies
(network stations) to help keep simplicity in the system. More to come
on this project in the future.
-
Staff is working on Website Page design for
NC LIVE with a March 1 goal for completion.

C. Mary Reichel from the Training Committee
reported that:
-
The Committee is trying to recommend a basic
level of training for all.
-
They have suggested a train the trainers program
as well as statewide training sessions.
-
We will contract with Solinet for much of
the training.
-
There will be a staffed help desk, although
still in the planning stage. Anticipate that it will be at State Library
in late spring.
-
There also will be vendor training provided.
-
D. Joe Hewitt reported for the Resources
Committee on a tentative list of vendors and products:
-
Since the list was still in negotiation, it
cannot be released in detailed form until a few weeks, when the State Librarian
will notify all what has been formally accepted by NC LIVE and the vendors.
-
The amount that is coming is significantly
more than we anticipated.
-
There will be extensive indexing, full text
and abstract journals, one encyclopedia, several newspaper services including
several state papers in full text as well as national and international,
bibliographic databases, specialty databases in a wide array of disciplines.
-
With the fact that services have been negotiated
for a three year period and anticipated price increases must be built in,
there will be more coming that is one time additions in nature.

The sense of the Content Committee and ULAC
was that the negotiators had done a splendid job and the amount and breadth
of information that was in NC LIVE was more than any of us anticipated.
4. William Kirwan reported on
his research related to sales taxes on periodicals by the State of North
Carolina. If you have been paying for sales taxes on subscriptions, which
he, through a ruling, has determined are not subject to tax, then you can
apply for a refund. He distributed an information sheet on the subject
and offered the name of Mike Stevenson in the State Sales Tax Office as
a contact person. You do pay taxes on newspapers.
5. Copyright Policy Update: Joe
Hewitt distributed information on current bills in Congress. Henry
Schaffer reported that there are increased opportunities for input
in the UNC System policy under consideration on copyright. The process
is slowing down and becoming more deliberate with many more parties involved.
6. The Personnel Committee
started some general discussion on needs related to SPA employee issues.
The Budget Committee needs to discuss and recommend Legislative
issues and strategies soon. The discussion was to be continued at the next
meeting.
