RFP Response Manager Guidelines & Instructions
The Response Manager System is now CLOSED
RFP Response Manager Instructions
- Entry into the Response Manager System [RMS] requires the creation of an account with userid/password. Please keep track of your userid and password. You will be given an opportunity to create your account on first accessing the Response Manager System.
- Steps for creating account and entering the RFP Response Manager System:
- Create an account
- Clicking on the "Create an Account/Request System Access" will create a new browser "pop-up" window.
- Fill in the information: userid/password, name, email address, etc.
- When finished close this browser "pop-up" window.
- Once the account is created, login to the Response Manager System using your userid and password.
The Response Manager System is now CLOSED
- All document editing and creation takes place on your local machine. The final product is then uploaded to the Response Manager System. After you upload a document to the RMS, a screen message will note "successful upload" and a list of your files will be presented on the screen. An email message will also be send to the system admins indicating that your documents have been successfully uploaded. [this correction in blue made on February 12]
- Finished documents must be uploaded to the Response Manager System in Adobe Acrobat pdf format.
- If you response spans multiple documents (such as scanned forms with signatures or supporting documentation), you may upload multiple documents. If your reponse contains multiple documents, please upload the documents in the order in which they appear in the response: the first document should be uploaded, then the second, etc. This will assist us is processing your application in a more timely manner.
- If you wish to change or edit a document that you have already uploaded, make the changes and save the document on your local machine, delete the "old" version from the Response Manager system, and then re-upload the document.

The filenames of all documents uploaded to the Response Management System will be "pre-pended" with your userid, so please try to keep your original file names relatively short.

The server where the Response Manager System is hosted has a file upload size limit. The maximum file size for upload is 32MB. If your file is that size or larger your will get a somewhat obscure error message. Please split the file into two or more smaller parts. [this correction was made on February 13]
RFP Response Document Requirements
- Proposal Cover Sheet
- A project description of up to 15 pages long to include (in this order):
- Up to 7 pages addressing:
- The statement of mission, vision, goals, and objectives
- The educational and research resources contributed/needed and the justification for these resources
- The description of projects which will use initiative resources
- Up to 4 pages addressing:
- The plan for management, operations (and applicable service levels)
- Time-line of activities
- The plan for training students, faculty, collaborators and other professionals
- The plan for initiative oversight
- Up to 1 pages addressing:
- The plan for seeking funding from local, state, federal, and/or private sources
- Statement of the level of institutional commitment and impact

A complete initiative budget should be submitted with the proposal and should include all known and proposed funding sources. The annual budget for each institution, including a cumulative budget for each year of the initiative is required. Budgets must be submitted using the RFP budget template
- Worksheet for Principal Investigator's External Grant Activities
- Description of Service Levels - required if proposal is providing end-user services or deliverables
- Letters of Support are required from the Chief Academic Officer, Chief Information Officer and Chief Research Officer of each UNC institution involved. For each independent or community college a letter of support from the appropriate signatory authority is required.
- Curriculum Vitae for named faculty and other professionals for each institution involved (2 pages each following the RFP format)
