The University of North Carolina provides a request for budget expansion on a biennial basis.  This request is approved by the UNC Board of Governors and submitted to the Governor and the General Assembly for their consideration.

This report outlines the process by which the University's budget is developed and administered working within the statutory framework of the State's Executive Budget Act and the Higher Education Reorganization Act of 1971.   Please note that this is NOT a source of information regarding the current legislative session, but a description of the authority, structure, and process of the UNC budget.

The UNC Budget Flexibility Instructions (Updated 10/12/07)
The 1991 General Assembly enacted the UNC Fiscal Accountability/Flexibility legislation that granted additional authority in the areas of budgeting, personnel administration, and purchasing to those institutions designated as "special responsibility constituent institutions (SRCI). The Board of Governors adopted the Flexibility Instructions in September 1991. These guidelines provide standards and safeguards that must be met and maintained in order for a constituent institution of the University of North Carolina to retain the SRCI designation.

UNC Management Flexibility Report, 2005-06
The UNC Management Flexibility legislation directs the Board of Governors to report annually by March 31 of each year to the Joint Legislative Education Oversight Committee on operating results. This document summarizes the results reported by the Chancellors of the Special Responsibility Constituent Institutions that operated under the flexibility legislation.  Note:  The statutory requirement for this report was repealed during the 2007 legislative session as part of the PACE efficiency recommendations (House Bill 749).
