The UNC Budget Flexibility Guidelines (revised October 2007)
The 1991 General Assembly enacted the UNC Fiscal Accountability/Flexibility legislation that granted additional authority in the areas of budgeting, personnel administration, and purchasing to those institutions designated as "Special Responsibility Constituent Institutions (SRCI)." The Board of Governors adopted the flexibility guidelines in September 1991. These guidelines provide standards and safeguards that must be met and maintained in order for a constituent institution of the University of North Carolina to retain the SRCI.
