RESOLUTION OF THANKS TO FACULTY ASSEMBLY DELEGATES JOHN MOSKOP (ECU), JOSEPH JOHNSON (UNCG), AND JOHN STEVENS (UNCA) FOR A SUCCESSFUL CONFERENCE ON EVALUATING AND ENHANCING TEACHING CONDUCTED SEPTEMBER 8-10, 1994, AT THE NORTH CAROLINA CENTER FOR THE ADVANCEMENT OF TEACHING

Whereas, the Faculty Assembly did cosponsor, with the General Administration, a conference on Evaluating and Enhancing Teaching September 8-10, 1994, and

Whereas, the above-named individuals did plan, propose, coordinate, and conduct said conference on behalf of the Faculty Assembly, and

Whereas, such planning, proposing, coordinating, and conducting did evidence dedication, innovation, commitment, and the expenditure of considerable time, and

Whereas, the comments, enthusiasm, and interaction of all of the participants indicated that said conference was an outstanding success, and

Whereas, this successful conference has the potential to positively impact the quality of teaching across the University of North Carolina,

Therefore be it resolved that the Faculty Assembly hereby expresses its appreciation to John, Joe, and John for a job professionally done and recognizes their contribution to the Faculty Assembly and the University of North Carolina.

Regarding State Contributions to Health Care Costs

RESOLUTION REGARDING STATE CONTRIBUTION TO HEALTH CARE COSTS

Whereas, the Faculty Welfare Committee of the Faculty Assembly has examined an August 1994 nationwide comparison of states' contributions to health care costs for family coverage of University faculty, provided by the Administrator of the State of North Carolina Health Plan; and

Whereas, the Committee's examination reveals that North Carolina's percentage level of contribution to such health care costs (40.1% of total costs) ranks near the bottom nationally (48th of 50); and

Whereas, such a situation has a negative impact on the recruitment, morale, and retention of University faculty;

Be it resolved therefore, that the Faculty Assembly recommend that President Spangler urge the General Assembly to increase the percentage of the state's contribution for such health care costs.

Whereas, the constituent campuses of the University of North Carolina serve the present and future needs of the State of North Carolina by graduating educated and productive citizens, and

Whereas, the proposed budget reductions will erode the quality of education offered by the constituent institutions of the University of North Carolina, and

Whereas, harm to the quality and availability of higher education in North Carolina will have permanent detrimental effects on the economic health of the State, and

Whereas, statewide budget cuts in recent years have failed to provide necessary support for education (e.g. teaching, libraries, and technology) for the University of North Carolina's growing student enrollment, and

Whereas, the economy of North Carolina is expanding significantly,

Whereas, the University of North Carolina has a primary obligation to provide undergraduate education of the highest quality,

Whereas, the first years of undergraduate study are critical to student success,

Whereas, first-year students in particular are in great need of experienced full-time faculty members,

Whereas, undergraduate education could be significantly improved by providing smaller classes and by offering greater opportunities for active learning which allow for greater student involvement with professors, more frequent feedback on performance, and greater opportunities to practice learning skills, and

Therefore, Be It Resolved that the Faculty Assembly request that President Spangler urge the Chancellors of the sixteen Universities to examine and determine how institutional focus can be directed to lower division classes in order to increase opportunities for intellectual interaction between students and instructors,

Be It Further Resolved that the Assembly request that President Spangler urge the Chancellors to begin discussions on the additional resources needed to achieve this goal.

WHEREAS, The design and development of general education degree requirements rightfully and traditionally have been a responsibility of the faculties at the individual campuses; and,

WHEREAS, The "Proposed Plan to Further Simplify and Facilitate Transfer of Credit Between Institutions," prepared by the University of North Carolina Board of Governors and the State Board of Community Colleges in response to House Bill 739, and submitted to the General Assembly Joint Legislative Oversight Committee on March 1, 1996, imposes an "institution-wide" general education core on the curriculum of individual UNC four year campuses, specifically that "...community college graduates of associate in arts, associate in science, and associate in fine arts programs who have completed the general education transfer core will be considered to have fulfilled the institution-wide, lower division, general education requirements of the receiving institution" [Point IB.3, p.4]; and

WHEREAS, Faculty and student access to electronic technology is essential in the world of modern higher education; and

WHEREAS, Access to on- and off-campus electronic mail, and to the wealth of subject-related materials available on the Internet, including the World Wide Web, is increasingly necessary for maintaining currency for teaching and research in all disciplines; and

WHEREAS, Any students of the University of North Carolina who lack appropriate access to the same electronic resources needed by their teachers suffer when they do not get information and training in skills necessary for their future success; and

WHEREAS, The expectations and responsibilities of Department Chairs of Unit Administrators have become increasing complex; therefore be it

RESOLVED, That the Faculty Assembly urge President Spangler to work with the Board of Governors to establish professional development opportunities ,such as workshops, seminars and symposia, for Department Chairs focusing on teaching, evaluation and administration.

PERFORMANCE REVIEW OF PERMANENTLY TENURED FACULTY

WHEREAS, The General Administration has indicated an interest in instituting a system for reviewing the performance of permanently tenured faculty, and

WHEREAS, The existing Code of the University of North Carolina is adequate to all matters regarding tenure and does not require alteration or amendment; therefore be it

RESOLVED, That the Faculty Assembly recommend (1) consistent with current practice with regard to tenure decisions, each campus should independently develop procedures suitable for reviewing the performance of permanently tenured faculty, and (2) the principal goal should be faculty development.

Resolution on Support for Offices of Faculty Senate/Council

WHEREAS, each Faculty Senate/Council is required by the Code to advise the Chancellor on any matters pertaining to the institution, and

WHEREAS, the Faculty Senate/Council or their equivalent Governance Councils and Committees actively participate in the design and review of academic curricula, policies and procedures, and

WHEREAS, considerable administrative work requiring office, secretarial, and budget support is required; therefore be it

RESOLVED, that the Faculty Assembly recommend that the President of the University of North Carolina see to the establishment of Faculty Senate/Council Offices with adequate budget, office space, office equipment and staff support on all campuses of the University of North Carolina.

A Resolution In Support of the Board of Governor's Salary Increase

Recommendation in the 1997-99 Budget Request

WHEREAS, the Board of Governors Budget Request for the 1997-99 Biennium included a faculty salary increase of 6% for each year plus 1% in continuing funding for teaching excellence salary increases; and

WHEREAS, the Governor's budget has reduced the request to 3% per year for faculty and SPA salaries plus .50% in one-time money for teaching excellence salary increases,

THEREFORE BE IT RESOLVED that the Faculty Assembly request that the President and the Board of Governors continue to pursue its original request and to communicate this resolution to the appropriate committees of the General Assembly.

Change of Enrollment Schedule Dates for State Health Plans

Change of Enrollment Schedule Dates for State Health Plans

WHEREAS, the current schedule that uses October 1 as the date by which a state employee must elect an alternate health plan corresponds neither with the fiscal year starting July 1 nor with the calendar year starting January 1; and

WHEREAS, this current schedule may result in economic hardship for state employees and their dependents,

THEREFORE BE IT RESOLVED that the Faculty Assembly urge President Spangler to seek alignment to a calendar year ending December 31 for all State health plans, including their benefits and any deductibles.

Honoring Dr. Roy Carroll

Resolution Honoring Dr. Roy Carroll

WHEREAS, Dr. Carroll served Appalachian State University on the Faculty, and as a Department Chair, and the University of North Carolina at Asheville as interim Chancellor; and

WHEREAS, Dr. Carroll served General Administration as Vice President for Planning and as Senior Vice President and Vice President for Academic Affairs; and

WHEREAS, Dr. Roy Carroll served as a member and a Chair of the Faculty Assembly in the 1970's; and

WHEREAS, Dr. Carroll has given unstinting support to the Faculty Assembly for more than twenty years, as exemplified by his regular attendance, his support for resolutions, his initiation and mentoring of Chairs, and his valuable advice shaped by his extensive experience in the university system; and

WHEREAS, Dr. Carroll exemplifies the supreme values of higher education in his unrelenting dedication to learning;

THEREFORE BE IT RESOLVED that at the 100th meeting Dr. Roy Carroll be named a lifelong honorary member of the Faculty Assembly, and that he be presented with a gift from each institution of the University of North Carolina as a remembrance of appreciation.

Reaffirming the Need for Teaching and Learning Centers

A Resolution Reaffirming the Need for Teaching and Learning Centers

WHEREAS, the Board of Governors Report on Tenure and Teaching, Administrative Memorandum 338 and Faculty Assembly Resolution 94-8 have established the commitment of UNC to the enhancement of undergraduate teaching through the development of Teaching and Learning Centers on each campus; and

WHEREAS, Administrative Memorandum 338 states, That the Board of Governors seek appropriations for each campus in biennial budget requests to establish or to strengthen centers and activities designed to encourage and support teaching excellence and to improve teaching effectiveness throughout the University; and

WHEREAS, a February 1997 survey conducted by the Professional Development Committee indicates that a significant number of campuses are still without such centers;

THEREFORE BE IT RESOLVED, that the Faculty Assembly request that the President of the University:

1. establish Teaching and Learning Centers where they do not exist;

2. expand and upgrade existing centers as appropriate.
