*NOTE: 14 of the 30 new program planning
authorizations and 4 of the 17 reconfirmations were at Fayetteville State
University and The University of North Carolina at Wilmington. These
institutions were undergoing the transition from Comprehensive II to
Comprehensive I status. That change was to complete a planning process begun by
the Board of Governors in the mid-1970s and fulfill commitments included in the
1981 Consent Decree.
