1. Briefly describe the proposed program and intended audience.

The Department of Leadership and Educational Studies intends to offer a degree program leading to the Education Specialist degree in Higher Education to individuals residing in the Gaston County area. The courses will be delivered on the site of Gaston College (201 Highway 321 South , Dallas, NC) beginning in January 2013. Courses will be scheduled in the evening and on selected weekends. Six semester hours will be offered per term. The program is designed to be offered to a cohort group. Appalachian State will offer 30 credit hours, which constitutes 100% of the credit hours required to obtain the degree.

The proposed audience is individuals from the geographic area who currently possess a master’s degree and who wish to become prepared for administrative leadership or adult education positions in community colleges and universities. It is anticipated that approximately 15 students will be enrolled in this cohort. The projected length of the program is one year, eight months.

2. Describe the proposed instructional delivery systems (e.g., on-site instruction by faculty, interactive video, Internet, etc.).

This distance education program will be delivered via face-to-face and online instruction. Some courses may be completely face-to-face, others may be hybrid, and a few may be held completely online. Face-to-face courses will be taught at the site in the evenings or on weekends.

3. Describe need for the program (referencing results of surveys or special studies).

Gaston College contacted the Higher Education Program, requesting that an Ed.S. cohort be offered. Further need for this program has been established by various phone calls, inquiries, and word-of mouth information sharing opportunities by Appalachian faculty and faculty/staff employed at post-secondary institutions in the Gaston County area. There are no other institutions offering a similar program in this location.
